- Description: Meredith Whittaker helped organize a 20,000-person walkout at Google, then took charge of a nonprofit that estimated it would need $50 million a year to run. Her edge at Signal is rare for a tech executive: when she says she'll walk away, people believe her.

**Inspiration:** Writing last week about [Signal removing the phone number](https://barbarosozturk.com/blog/once-signal-removes-the-phone-telegrams-niche-collapses/), then wondering who keeps a nonprofit messenger standing up to governments, cloud giants and the AI industry all at once.

Most executives I cover on this blog built something big by saying yes to more.

Meredith Whittaker's whole job at Signal seems to be deciding what to refuse.

I find that harder to do than growth, and much rarer.

### The Insider Who Walked Out

Whittaker [joined Google in 2006](https://en.wikipedia.org/wiki/Meredith%5FWhittaker?ref=barbarosozturk.com), founded its Open Research group and co-founded M-Lab, a network measurement system.

In 2017 she co-founded the AI Now Institute with Kate Crawford while still at the company.

Then she turned on the place that had made her career.

She wrote a petition against Project Maven, Google's contract to build machine vision for the US military's drone program, and more than 3,000 employees signed it.

Google didn't renew the contract.

In November 2018, she was a core organizer of a walkout by more than 20,000 Google employees, after reports of large payouts to executives accused of sexual harassment.

Her time there ended badly.

She [said she faced retaliation](https://www.engadget.com/2019/07/16/google-protest-organizer-quits/?ref=barbarosozturk.com) and that her role would be "changed dramatically," and she left in July 2019.

That's her account, and [ABC reported](https://www.goodmorningamerica.com/news/story/google-walkout-organizer-leaves-company-claims-retaliation-63542681?ref=barbarosozturk.com) that Google didn't respond when asked for comment.

Here's what makes this interesting next to my post on [Palmer Luckey](https://barbarosozturk.com/blog/effective-executive-series-palmer-luckey-the-uncancellable-builder/).

His company Anduril [won a Project Maven contract in 2018](https://www.engadget.com/2019/03/11/palmer-luckey-anduril-wins-project-maven-contract/?ref=barbarosozturk.com), the same year she was fighting it inside Google.

They landed on opposite sides of the same program, and each was willing to pay a personal price for it.

### The Nonprofit Is The Strategy

Whittaker [became Signal's first president](https://www.engadget.com/signal-hires-meredith-walker-as-president-092649184.html?ref=barbarosozturk.com) in September 2022, after a stint advising the FTC on AI.

I used to read Signal's nonprofit status as a nice detail.

The more I look at it, the more it looks like the core of the strategy.

"We don't think privacy is safe under shareholder driven corporations," she [told TIME](https://time.com/6238482/signals-president-meredith-whittaker-interview?ref=barbarosozturk.com).

In the same interview she said, "we don't have equity, we don't have a board breathing down our neck."

The product is built the same way.

When a grand jury subpoenaed Signal in 2021, it [could only provide two things](https://signal.org/bigbrother/central-california-grand-jury/?ref=barbarosozturk.com): when each account was created and when it last connected.

The marketer in me loves what she did next.

In 2023, she and Joshua Lund [published what Signal costs to run](https://signal.org/blog/signal-is-expensive/?ref=barbarosozturk.com): about $50 million a year by 2025, including around $6 million just for verification codes.

Tech companies rarely publish that kind of breakdown, and it doubled as the best pitch Signal has.

Its sharpest line was "The cost of most consumer technology is underwritten by surveillance."

In 2025, Signal launched [its first paid feature](https://bleepingcomputer.com/news/security/signal-adds-secure-cloud-backups-to-save-and-restore-chats?ref=barbarosozturk.com), $1.99 a month for 100 GB of encrypted backups.

That's a small real-world test of my argument that [people will pay for privacy](https://barbarosozturk.com/blog/why-digital-shields-are-the-ultimate-ai-era-consumer-tool-the-privacy-boom/).

### A Threat People Believe

Governments keep asking messaging apps to find a way into encrypted chats.

Whittaker's answer has stayed the same in each country.

In September 2023, the UK told the House of Lords that its regulator [wouldn't use the disputed power until it was "technically feasible"](https://www.infosecurity-magazine.com/news/uk-government-backs-down/?ref=barbarosozturk.com), and she called that "a victory, not a defeat."

Two weeks later she [repeated the position](https://techcrunch.com/2023/09/21/meredith-whittaker-reaffirms-that-signal-would-leave-u-k-if-forced-by-privacy-bill?ref=barbarosozturk.com): "We would leave the U.K. or any jurisdiction if it came down to the choice between backdooring our encryption" and abandoning users.

Sweden got the [same message in 2025](https://www.theregister.com/2025/02/26/signal%5Fwill%5Fwithdraw%5Ffrom%5Fsweden/?ref=barbarosozturk.com): "It either works for everyone or it's broken for everyone."

So did the EU, where she [told the German Press Agency](https://www.bluewin.ch/en/news/signal-app-boss-threatens-to-withdraw-from-europe-li.2897197?ref=barbarosozturk.com) that Signal would "leave the market before we had to comply with dangerous laws like these."

Germany [came out against the EU's scanning plan](https://www.theregister.com/2025/10/08/germany%5Fchat%5Fcontrol%5Fopposition?ref=barbarosozturk.com) that same month, and the Council's later position [dropped mandatory detection orders](https://eucrim.eu/news/csa-regulation-council-position-reached/?ref=barbarosozturk.com).

I wouldn't hand Signal all the credit for that, because WhatsApp fought in the UK too and plenty of EU states had their own objections.

The EU file also [wasn't finished as of August](https://euroculturer.eu/2026/08/17/the-trojan-horse-of-chat-control-when-does-voluntary-surveillance-become-a-mandate/?ref=barbarosozturk.com).

This also complicates something I wrote.

In [The FUD Trap](https://barbarosozturk.com/blog/the-fud-trap-why-proton-is-inviting-a-ban/), I argued that governments tolerate encryption when it stays boring and quiet.

Whittaker is about as loud as encryption gets, and Signal is still running in the UK and the EU.

Her threat works because the numbers behind it are different.

A public company would have to explain a lost market to shareholders, and she has none.

### She Picked The AI Fight Early

At SXSW in March 2025, while most of tech was selling agents, she [described using one as "putting your brain in a jar."](https://techcrunch.com/2025/03/07/signal-president-meredith-whittaker-calls-out-agentic-ai-as-having-profound-security-and-privacy-issues?ref=barbarosozturk.com)

Her point was practical: an agent needs "something that looks like root permission" across your apps, including your payment details, calendar and messages.

Two months later, Signal acted on it.

It [turned on a setting by default](https://www.theregister.com/2025/05/22/signal%5Fmicrosoft%5Frecall?ref=barbarosozturk.com) that stops Windows Recall from capturing Signal chats, using a DRM flag normally found on streaming video.

Microsoft AI CEO Mustafa Suleyman has predicted that Copilot could handle your Christmas shopping.

In June, Whittaker [listed what that would take](https://thenextweb.com/news/signal-whittaker-ai-chatbots-not-friends-copilot-backdoor-privacy?ref=barbarosozturk.com): "my credit card, my browser, my Signal, the ability to message my siblings on my behalf, my home address, my calendar."

Then came the line that matters for her product: "In the context of Signal, it would constitute a kind of a backdoor."

I think she's early and largely right on the risk, and I also think she's swimming against what customers will want.

I've written that [agents will become buyers](https://barbarosozturk.com/blog/in-the-age-of-ai-ad-giants-must-earn-trust-from-agents/), and I think convenience is hard to beat.

She may end up protecting one app while the operating system around it opens up.

### Where Saying No Runs Out

In October 2025, an AWS outage took Signal down.

Elon Musk [posted "I don't trust Signal anymore,"](https://gizmodo.com/signal-president-spars-with-elon-musk-over-trust-in-private-messengers-2000674571?ref=barbarosozturk.com) and Whittaker replied that people trust it because they can examine it.

The outage still exposed a real limit.

She [said the problem wasn't that Signal "chose" AWS](https://www.theregister.com/2025/10/27/signal%5Fceo%5Fmeredith%5Fwhittaker%5Faws%5Fdependency/?ref=barbarosozturk.com), because "the entire stack, practically speaking, is owned by three to four players."

That's a fair point and an uncomfortable one for an organization built on independence.

Money is the other limit.

The model she defends only works if enough people keep paying for something that's free to use.

She told TIME she wanted to avoid "a single point of failure," which is why small donors matter so much.

On top of that, Signal's refusal to bend has a cost in places where it's blocked, and she has acknowledged working with partners to get around blocks in Russia and Iran.

### Conclusion: The Credible Exit

You don't have to share her politics to learn from how she operates.

I take three things from her.

Build your organization so that saying no is affordable, because a principle you can't afford is only a press release.

Publish your costs when they make your argument for you.

And pick your fight before it's fashionable, while you can still shape how people see it.

Most negotiators spend their careers trying to avoid the walk-away moment.

She runs an organization built around it.

**My Take:** Anyone can claim they have principles, but an executive proves it by structuring the business so that keeping them is the cheaper option.
