# Department of War x In-Q-Tel: How This Partnership Boosts US Defense Innovation and Competitive Advantage

### What Was Announced

The Office of the Under Secretary of War for Research and Engineering, through the Office of the Assistant Secretary of War for Critical Technologies, has announced an agreement to partner with the Central Intelligence Agency and In-Q-Tel, a not for profit strategic investor that has served the national security community since 1999.

The partnership gives the Department's research and engineering enterprise structured access to IQT's global technology scouting platform and its portfolio of early stage companies, with the explicit objective of compressing the timeline to transition and rapidly field mature commercial solutions from non traditional performers to the warfighter.

The Department of War has mandated six Critical Technology Areas as the focus: Applied Artificial Intelligence, Biomanufacturing, Contested Logistics Technologies, Quantum and Battlefield Information Dominance, Scaled Directed Energy, and Scaled Hypersonics. 

Under the agreement, IQT will conduct technology scouting and technical due diligence across all six CTAs, as well as across enabling technology areas, while the Department identifies transition sponsors and pathways.

In-Q-Tel was launched in 1999 as Peleus, and headquartered in Arlington, Virginia, is a non profit venture capital firm which has one purpose: equipping intelligence agencies like the CIA with the latest technologies available. 

It is a private, not for profit company to help the CIA and broader US intelligence community identify, adapt and deliver cutting edge technologies. 

Through In-Q-Tel, the CIA has invested in over 300 startups since setting up shop in 1999.

### The Six CTAs: Enterprise Wide Priorities

These six CTAs announced in November 2025 are enterprise wide priorities aimed at accelerating the transition of research into operational capabilities.

Applied Artificial Intelligence, Biomanufacturing, Contested Logistics Technologies, Quantum and Battlefield Information Dominance, Scaled Directed Energy, and Scaled Hypersonics are designed to address the most pressing challenges facing the modern battlefield.

Each maps directly to warfighter need:

- Applied AI for decision dominance and autonomy
- Biomanufacturing for supply resilience and medical readiness
- Contested Logistics for delivering capability when supply lines are denied
- Quantum and Battlefield Information Dominance for secure comms and sensing
- Scaled Directed Energy and Scaled Hypersonics for next generation effects

### The Quote That Changes Everything

### How This Boosts Innovation

**1\. Venture Methodology Meets Defense Transition**

The integration leverages In-Q-Tel's proven venture capital methodology to vet early stage commercial solutions that align directly with the Department's urgent mission requirements. 

By combining CT's strategic transition pathways with IQT's deep tech scouting infrastructure, the partnership aims to significantly de risk the integration of commercial hardware and software for national security applications, signaling to the commercial tech sector that the Department of War is open for business.

Traditional defense acquisition treats supplies from non traditional contractors as exceptional. New guidance treats them as commercial items by design. 

This partnership operationalizes that. 

IQT has spent 27 years building the pipeline. CT provides the transition sponsor.

**2\. Speed Is The Feature**

Joint pilot programs under this new partnership will begin in the coming weeks, targeting immediate battlefield bottlenecks. By aligning IQT's venture ecosystem with the Department's rapid transition pipelines, both organizations aim to establish a permanent bridge that converts commercial ingenuity into deployed military capability at the speed of relevance.

Speed to field is now weeks not years. Prototype to test to certify to deploy. For non traditional contractors whose strengths are speed, cost efficiency, and commercial grade tech stacks, that speed is existential.

Firms like SpaceX have disrupted the defense launch industry by providing affordable, reusable rocket technology, breaking the monopoly of traditional aerospace giants. Non traditional contractors have also driven advancements in software, artificial intelligence, and cybersecurity, critical areas where commercial innovation often outpaces government research. Anduril, Saronic, and similar companies show the pattern.

**3\. Permanent Bridge, Not Pilot Theater**

The most important line is permanent bridge. This is not a one off accelerator. It is structured access to IQT's global scouting platform and portfolio, plus CT transition pathways, plus field evaluations with combatant commands in 12 months.

That creates three compounding effects:

- More non traditional performers enter because risk is lower and customer is credible
- More validated prototypes get real world feedback from warfighters, not lab tests
- More commercial tech gets de risked for integration, which lowers cost for the next program

### Competitive Advantage For US Force

Technological superiority will not be determined by who invents first, but by who delivers fastest. China may invent similar AI or hypersonic tech. US advantage becomes delivery velocity.

This partnership increases US force advantage in four ways:

- Information dominance through Applied AI and Quantum
- Logistics dominance through biomanufacturing and contested logistics, so forces can produce and sustain forward
- Effects dominance through scaled directed energy and hypersonics, at commercial scale
- Ecosystem dominance by signaling that Department is open for business, which pulls private capital, talent, and startups that previously avoided defense

Over 12 months, moving validated commercial prototypes into active operational field evaluations will give combatant commands real hardware and software to test against immediate bottlenecks. 

That feedback loop is how commercial innovation becomes warfighter capability faster than adversary development cycles.
